Is a Mac Mini powerful enough to start learning to program for iPhone and Mac? I know its a silly questions but ....

Yep should be fine mate. Is it one of the newer ones? I'm running on a macbook with no problems.

I'm still using a Core Duo (1st gen) Macbook. It is starting to feel a bit sluggish now as my projects get larger so I'm probably going to upgrade this upcoming year as long as Apple upgrades the new MBP's.

Still the current MacMini would do very well for development.
