I have approximately 1TB of photos, videos and files. I want to subscribe to the 2TB iCloud storage plan and optimize the MacBook Air and iPhone. What is the minimum storage I need to get when purchasing a MacBook Air and iPhone? I would like to get a MacBook Air with Retina Display 128GB and an iPhone XR 128GB.
 
Get what you want / can afford and use external drives (preferably SSD) for storage. Also, when you 'optimize ' via the cloud you will save ~70-80% of your space as only 'recently taken/viewed' photos will be full resolution on your devices and the others will be 'thumbnails' which will be downloaded when you go to view them. IMHO I would transfer some of the 'storage price' from the phone to get more on the laptop.

Even with an optimization plan - 128GB SSD is way to small. Get 256GB minimum. Even if you use very little storage the size of applications is changing and 128GB might mean your system is out-of-date sooner than expected.

I have a MP and a MBP sync'ing to iCloud, each with 512GB of storage space. My iPhone8 has 256GB of storage, consumed, as follows:

I have each sync'ed to iCloud: for data, backups, etc.

iCloud can be considered a mirror/sync Service so as-to-enable the 'Same Thing on Each Device'.

No-such detailed screenies to-be-had from the MP/MBP . . .

. . . nevertheless, I can easily say that storage on the Desktop is significantly /less/ optimized than that on the iPhone.

Give your Desktop as much storage as you can afford ;)
