I have seen it done, not seen how to do it. A former coworker had a password set up on their Mac OS 9.2.

I want to set one up on mine, but where?

We have had a rash of "I'll fix your cumputer" happenings around here where the machine ends up worse off than it was originally. I don't want that happening to mine.

OS 9 passwords are set up using multiple users. And there are third party apps that can do it too.
