App Q&A testing by request.
Bare with me, I have little info to go on...I'm troubleshooting my father's problem, without having any of the equipment.

He has an iPad 4 with the latest iOS update (10.3). His Macbook is running 10.8 Mountain Lion. His version of iTunes is unknown to me.

When he plugs the iPad into the Macbook, Image Capture opens up, but the iPad doesn't show up under devices in finder nor in iTunes.

As Image Capture is opening and showing the photo library, I assume there's no actual problem with the iPad (and there's no other issues going on with it), and that the problem is that his version of iTunes no longer works with the current iOS.

Googling, I couldn't find confirmation of this theory, so I'm turning here if anyone has insight.
 
Perhaps you should update iTunes before trying to do anything else. However, I also remember 10.8 is not supported by the latest iTunes 12.6.1. Other than upgrading the system to something around 10.9.5 or higher, there is not much you can do to let Mac recognize iPad.
