My Mac Pro 1,1 that has been modded to 2,1 with El Capitan installed wont fully reboot. When I tell it to restart, it goes down all the way, but never turns over and comes back up. You never hear the chime and the preboot screen never comes up. I have to power it off by holding in the power button and then power it back on, at which point it boots fine. I also have BootCamp running with Windows 7 64-Bit and the same thing happens when in that OS. The issues were happening before I installed Windows 7, so I dont think that is it, but not sure why its doing this...

Any ideas?
 
Is it getting too hot? I had a similar issue some time ago and it was due to heat, try Macs fan control to pump up the fans.

No, I can leave it on for 8 hours or just power it on after being off for a day and it does the same thing. In Windows BootCamp or in MacOS, it shuts all the way down, but never starts to come back up. Its still running, but just in a state of nothingness. If you power cycle it, it comes back up as if it was rebooted (if it was in the middle of an update, when it comes up, the update continues) and not like it was powered off and interuppted any processes.

The only thing that I have noticed is that when a disc is in the SuperDrive you can hear it making noise every 10-15 seconds once the machine is in its non responsive but down state. Without a disc in it, I swear I still hear something from the DVD Drive, but I'm not sure. Could the DVD Drive be the cause of it?
 
My trouble shooting advice for what it's worth is the following...

Strip the computer bare until the problem goes away!

1 - create a USB boot disk and install macOS or Windows

remove all USB devices except for a keyboard & mouse
remove all SATA hard drives
remove all SATA optical drives
remove all but the 1 or 2 sticks RAM
remove any other PCI cards (leave the video card)

move computer to a different outlet to ensure it isn't a household power issue or surge protector issue

does the problem go away when you boot to the USB drive/stick?

if yes then _slowly_ add back things that were removed (doing testing along the way) till the problem returns - and _don't_ be shocked if the problem doesn't return computer issues can act this very way.

If the problem still happens power down and move the graphic card slot 2 and test again also swap the memory chips around with both the slots you are using and the chips... The point is to test as many combinations you can to rule things in and or out.

Does the problem still happens?? then it's something in the computer - If this happens my bet would be the power supply power supply its not uncommon for computer to 'act strange' instead of just not turning on when you have power problems but it could be some random thing on the motherboard or even as innocent as bad cable (one of the reasons I say to strip the computer down to the bare essentials) if its not connected it can't be causing a problem.
 
Thanks, I am trying at all costs to not strip down the machine and reinstall everything.

I am hearing a clicking sound from what appears to be the DVD Drive when I am rebooting....I am going to unplug the drive and see what happens....

I have tried different outlets and have tested it with multiple video cards installed and it always happens.....

I can try the RAM ideas and drive removals as well...thanks for all the info...
