OK a short story but cant reinstall MAC OS on my mac pro 2019

T2 chip security is set medium and no external drives to boot. SO i thought i would do a fresh install of monterey 12.5 so i booted into disk utility and formatted the whole drive. an internal 4tb apple drive. complete wipe.

Now i cant boot from USB monterey it goes into internet recovery, which loads up but the 4tb drive is not seen any more and i get a message that says you cant boot from external drives obviously meaning the USB monterey.

I have tried several times internet recovery but all times the internal 4TB isnt seen, and no external drive is allowed, but i cant get into C + R either it goes straight to internet recovery and i go round in circles.

So any ideas guys as to how i can get to the internal drive to try and reformat again, it showed up perfectly after wiping clean but i obviously deleted the recovery as well.
