I am really trying to understand how these "pro-app" developers are going to utilize the Mac Pro 2019... more specifically, the work flow of (Mac Pro 2019 + MPX Modules + Afterburner + Metal + Pro-App Developers).

With a fully configured Mac Pro (w/ MPX Modules and Afterburner), how will a Pro-App developer get their work data into the Mac Pro and have the GPU configured to the MPX modules and Afterburner (through metal)? How exactly do all these components (Mac Pro 2019 + MPX Modules + Afterburner + Metal + Pro-App Developers) function together to increase productivity in the work flow of projects?

Afterburner hasn't been detailed yet. We don't know what the SDK for that is.

If the app you are building uses Metal, having a Mac with a fast GPU is nice.

Xcode also performs better with more cores.

for the moment, the only "workflow" enhancement made to the 7,1 is the addition of the afterburner coprocessor to aid in dealing with Red camera files.
The computer was primarily designed to shine with professional Final Cut Pro customers.... although of course it's capable of doing other stuff.
