Ok so I have about a $1300 budget to buy a Mac Pro, upgrades, and a 1440p monitor. Here's what I got so far:
Mac Pro Quad Core 2.66 8GB Ram - $530
Korean 1440p Monitor - $280
Used GTX 770 - $200
240GB Crucial M500 SSD - $80

So I would have about $200 for a new CPU, what's the best CPU I can get for that much. Also single core performance is more important than multi core.

Also is this a good idea overall? Will i have any issues?

Also how loud are Mac Pros normally?
 
You can try to get a W3680 with that budget.

A X5677 should be cheaper than that and have even higher single core performance.

The W3690 / X5690 most likely will over budget. However, keep in mind that they are the best, just in case some good deals pop up.
 
I found that jumping from a dual processor 3,1 to a single processor 5,1 the 5,1 is noticeably louder, but overall it's still not going to be distracting under most cases; even under processor load it doesn't get much louder for me.
