I have a Mac Pro 4,1 that appears to be stuck before the apple logo appears. It sounds like it is trying to start up, i hear it like its trying to start but it just keeps doing that... it will usually turn on after 40 minutes or so but sometimes can take much longer and every once in a while comes on after only a few minutes. Once it turns on it seems to be operating perfectly. I usually leave it on sleep but sometimes you need to reset your computer and this is becoming an issue every time i need to do a reset.

This could be PSU or disks dying (no need to be the main one, other disk could be locking the SATA controller) or could be a corrupt BootROM.

Did you run AHT/ASD? Try to run the complete/extended test.

I haven’t tried that, i will the next time i can get it to power on. Is there a way to test the power supply without buying a new one and replacing it to see if that is the issue?

Yes, there is, but it's too time-consuming and you need equipment oscilloscope and data loggers tracking the power lines. Not really a job for most people.
