I've attempted to complete the install several times. It does boot into it but also is very glitchy. I'm wondering if a new "Modern" SATA Drive may be easier. Anyways I got this error message one of the times it booted into the OS. Other times It just gives me the Applet logo with 29 minutes remaining then freezes. I've left it on all night and no change.

com.apple.driver.AppleIntelCPUPowerManagement related KPs can have multiple causes, but always the first thing that you have to check for a NMI or NMIPI related kernel panic is the CPU tray Northbridge heatsink push pins - did you inspected it?

No I didn't I was thinking the same thing maybe my CPU tray is too dusty causing it to over heat and crash? I have 2 1 Single CPU and 1 Double CPU tray. It behaves simlarly with either one installed.

Possible, but the norhbridge push pin is very common point of failure for this Mac Pro generation. If you install a supported macOS release like Mojave the same crash also happens?

I have 2 1 Single CPU and 1 Double CPU tray. It behaves simlarly with either one installed.

You should check the most common problems/points of failure before trying again, like Northbridge push-pins, RTC battery, memory slot and memory fingers oxidation, etc.

Ok thanks it was running OS high sierra before I tried to upgrade to Big Sur. I only used it for internet though didn't try any intense processes

Inspect your single CPU tray, be sure that the Northbridge heatsink push-pins are not broken, replace the RTC battery for a new BR2032, do a clean install of HighSierra/Mojave, then run ASD/AHT to diagnose your Mac Pro:
