I have a 5,1 Mac Pro 12 core. Mojave 10.14.6. Sapphire Mac edition. Which has been working fine with no issues.
I also use Windows 10 1909 with no issues either. Windows boots and runs quicker than OS X. Weird.

I upgraded the Bluetooth and Wifi Module to get AC speeds, handoff etc. To start I booted into Windows and the card was recognised and the project function worked and sharing files was so much quicker. Awesome.
So I booted into Mojave 10.14.1 (140.0.0.0) and then just got a black screen.

Multiple restarts, Multiple Nvram resets, SMC reset all lead to a Black screen.
Sometimes it would black screen and then a few seconds later a screen glitch and then the 3 monitors would fire up.
When it was black screen I could hit the alt I know the machine had booted as I could log in and shut down or short key things I'd set up to play music extra, all with a black screen.

No issues with the LEDs.

The boot sequence would be I could see the progress bar, there would be a slight glitch then black screen.
It sometimes would give me a log in screen, so when it did I upgraded the Rom to 144.0.0.0 and Mojave to 10.14.6

Booting into safe mode was fine. Booting from El captain was fine. Booting to windows was fine.
I faffed around for ages with my original Mojave ssd for a whole weekend and did not solve the problem. So I wiped the machine and reinstalled the back up with Carbon Copy Cloner. This led to a black screen. Grrrr.
So I wiped and started to install everything from scratch. This does boot.
The startup sequence is, Press button. 25 secs the chime, 8 secs later grey screen with progress bar, slight glitch, black screen, glitch then screen comes up to log in.

I assumed this was the GPU so I switched it for my Radeon x5770 (Mac Edition). Same deal. Black screen, glitch, Log In screen.

I fired up my 1,1 x5770 El Cap which is now used as a drinks stand next to the sofa with the Sapphire HD 7950. No problems, no glitch nothing and reminded me how good the machine was with the Faster GPU. I put the x5770 back in the 1,1 and fired it up. No problem either.

So at the moment apart form the weird delay in startup with a glitch, black screen, glitch then log in, it is working fine on my 5,1. The 1,1 is fine too. both work perfectly with Windows 10 with no issues.

Any ideas on why this is happening?

Three nvram resets in a row, hold the keys like 3 minutes on a wired usb keyboard.

Can u set up a remote login to see whats happening?

I did that already. Inc remote login in.

Screen works fine on another remote machine and the session and machine are all working fine.

I wiped the machine again and installed El Capitan 1.7.50. Initial Glitch on first start up then fine from then on for 5 startups.

I wiped the Machine again and installed Mojave 14.3.3 and This was also fine after the initial glitch though the glitch was slightly different style. Top of the screen and weird red lines for about 2 secs before the login in screen.

I updated to 14.6.06 and there was the black out for 5 secs. I assumed it was the updater so I downloaded the latest Mojave 14.6.0, wiped and reinstalled with that. Same again. Glitch, Black screen for 4 secs.

Then I wiped the machine again and installed Catalina 15.4.02 and although the glitch and blackout were there it was amazingly quick compared to Mojave. The glitch was there .5 of a sec and black out was .5 of a second. The whole machine felt super quick, snappy and alive.

Ifelt that if I could live with that then the black out issues would be partially resolve for me. So I started playing with Catalina, with it's different preferences layout compared to Mojave. Then I came across a whole set of Adobe CS6 issues with Adobe and realised I could not reinstall them from Catatlina.

So sadly I wiped Catalina (which was not easy) and carbon copy cloned my original Mojave HD back to the SSD.
Though it's slower and bloated with crap it appears to be working. There is still a glitch and 4 sec black screen but it's OK for now.

Did I got you wrong?

System loads, screen blacked out at about 2/3 of the loading bar and then comes back ???

Thought it stays black.

This glitch is perfectly normal and happens when GPU driver switches from EFI Mode to Driver.

That moment when a GPU with no bootscreen begins to work.

The sequence is:-

MacPro 5,1 2010 - Mojave 10.14.6 - Cold Boot
Press button to start the machine.
25 seconds delay before the chime, there is a black screen.
10-20 seconds after that, the Apple logo appears then the grey loading screen appears and progress bar moves to the right.
Before loading bar gets to the end (half way) a glitch would appear at the top of the screen and then the screen goes black and stays there*

*This was before I wiped the machine and reinstalled

Now what happens is, before loading bar gets to the end (half way to 3/4's of the way) a glitch would appear at the top of the screen and then the screen goes black for 4-5 secs and then the login screen appears.
The whole process for that takes can be from 50 secs to 1 min and 40 seconds.

MacPro 5,1 2010 - Mojave 10.14.6 - Boot from Restart
25 seconds delay before the chime, there is a black screen.
4 seconds after that, the Apple logo appears then the grey loading screen appears and progress bar moves to the right.
Before the loading bar gets to the end (half way) a glitch would appear at the top of the screen and then the screen goes black for 4-5 secs and then the login screen appears.
The whole process for that takes 40 seconds.

If this is normal, apologies, the weird glitch and the permanent black screen thing all started happening after the update to Majave 10.4.6, it was not doing this before the update.

MacPro 5,1 2010 - El Capitan
Press button to start the machine.
25 seconds delay before the chime
3 seconds after that, the Apple Logo appears then the grey loading screen and progress bar moves to the right.
Before the loading bar gets to the end (half way) and then the login screen appears.
The whole process for that takes 34 seconds

MacPro 5,1 2010 - Catalina
Press button to start the machine.
25 seconds delay before the chime
3 seconds after that, the Apple Logo appears then the loading screen and progress bar moves to the right.
Before the loading bar gets to the end (half way) a glitch would appear at the top of the screen and then the screen flashes for a second and then the login screen appears.
The whole process for that takes 37 seconds.

At least I am getting the screen to come up now which was not happening before.

MacBook Pro 2014 - Mojave - 10.14.6
Press button to start the machine.
Chime is instant
1 second after that, black screen appears for 4 secs.
The the black loading screen appears and progress bar moves to the right, very quickly.
Before loading bar gets halfway the screen transitions smoothly to a log in screen.
The whole process for that takes 28 secs.
Restart boots are quicker.
