MP 1,1-5,1 Mac pro early 2009 won't flash from 4,1 to 5,1

My early 2009 mac pro won't flash from 4,1 to 5,1. after restart it shows the status bar then quickly restarts back to El Capitan.
I've disabled the SIP and used the current mac firmware to 1.5, But to no avail. Please Help?

so the dmg image has to be on the desk top but not open or installed, once its on desktop then use the firmware tool. i had that problem with a friend until we figured it out
