I have a 3Ghz Pro w/ 2 Superdrives. It is incredibly quiet compared to the G5. But, whenever I use the DVD drives they are Loud, even just playing a DVD it makes the same noise as when burning a DVD.

I don't really care, but I'm just wondering if my drives are not functioning right.

Nope, the drives just spin REALLY fast. I find it to be a little annoying. It only happens to me when it's reading the drive, not when writing (slower speed).

My MB is silent, but if I throw a disk in it the noise increases markedly. I think thats the nature of the beast for the most part. However, all my Macs are pretty noisy on the optical disk side while my homebuilt PCs (all 4 of them) make half as much noise. When the disk is spun at full speed the noise footprint sounds the same, but it seems windows slows the disk down sooner while OS X keeps the disk spinning much faster for much longer.

It stands to reason that the quieter your computer is as a whole, the more you will notice what would otherwise be background noises.
