Hello,

Background on the computer
I was given a Mac pro from 2009 as payment for some work I did a couple years ago. This problem happened awhile ago, but I had another computer so I wasn't worried about it. Well now I want to build the computer up so I can do 4k video editing on it.

Here is the problem:
When I press the power button I hear the fans turn on and the little white light on the front turns on as well, but it does not boot and the white screen doesn't even come up. It doesn't chime or anything. I tried doing the reset by pressing the button on the inside, but that didn't work. Any ideas on what it could be?

It could be a defective or compatibility ram problem. A friend of mine had a similar symptom as yours when the Mac Pro would not show the white boot screen up to the desktop. There was something preventing the machine to go on booting. He changed the rams into one brand and after that all was fine. Though I don't have the exact details on which ram spec he changed.
 
Bad RAM usually causes power LED blinking.
Your issue could be a bad GPU. Remove it and reset PRAM. If computer will reboot you should get the chime. If so, you have the answer.
