I have a Mac Pro flashed from 4,1 to 5,1 on El Capitan with 12 core 3.3 mHz cpu, 64GB ram, GTX670 gpu and an Innatek USB 3.0 pci card. I've been getting the "USB devices disabled, unplug the devices using too much power to re-enble USB devices" error message. I've taken out the GTX 670 gpu and put in the original gtx120 card and still get the same error messages. Anybody have any recommendation, suggestions to try next to rid of this error message?

Do you see a "revision B2" or anything like that silkscreened on the card?
If I recall correctly, the original version of that card (prior to B2) requires supplemental power to be connected in order to work consistently. The "revision B2" does not, even though it still has the power connector. There was so much confusion about this that Inateck later removed the power connector and bumped it to a different model name, KT4004.
I have seen that exact error message before, and it was with a USB 3.0 card that inconsistently needed supplemental power to be attached, even with no USB devices attached. This seems to match your scenario exactly.
I'm at a loss then.
For troubleshooting purposes I'd install a fresh copy of OS X onto a spare drive and see if the card has problems there. If it does, you have a hardware problem. If it works fine, then there's something going on in the software.
