My mac air mid 2012 is running slow whenever I'm browsing the web like twitter, use flash based websites or it'll do it randomly whenever I'm opening anything up and I'm not sure what the issue is. I do have a service battery notification though also

If you are having battery issues the CPU will throttle to prevent using more power than the charger can supply. Apple relies on the battery supplying additional power during heavy loads.

did you view console (under apps->utilites) to inspects the errors in the logs
did you use cccleaner to clean the mac
did you use activity monitor to see the processes at taking the most
did you go to logins and turn off unnecessary startup/login items?
are you connecting hardwire or wireless, see your network speed.
try fling to see what devicies are on your network

That didn't find anything when i scanned

It happens when i'm plugged into a power outlet also

did you view console (under apps->utilites) to inspects the errors in the logs
did you use cccleaner to clean the mac
did you use activity monitor to see the processes at taking the most

I'm not seeing anything in the error logs, did ccleaner, i see that my browser is taking the most resource, all the login stuff is to just a few and i'm connecting to wireless

The charger can not supply enough power under heavy loads. In other words the system is designed to supplement with battery power under heavy loads even though plugged in with the charger. If the battery is not functioning properly then the system can throttle the CPU to prevent using more power than available.
