My daughter's 12" Retina MacBook 2017 won't boot. I've tried all the published solutions with no luck. We'll get her a new iPad or MBA.

BUT - Although she made TimeMachine backups regularly, she says that there are some important (!?!) photos that were not backed up. I know that the SSD in this model is soldered to the motherboard and not removable. However, I'm wondering if there is any way someone with the right tools and knowledge might be able to access files on the SSD. I realize this is unlikely, but I'm often wrong.

Any ideas?

Yes. There are data recovery services which have the expertise, tools, and facilities to recover data from soldered storage. These services are very expensive.
