Have you tried disconnecting and reconnecting the video cables between the screen and logic board? If you did and that didn't fix the problem, I think you'll need a new lvds cable or screen.

Umm ive tried that, it didn’t work and we got new video cables put in, umm do you think the MacBook Air is could have been damaged by smoking? As my gf and I both smoke, it’s always exposed to smoke

I doubt smoking would produce this result.

I'm inclined to think it's time for a replacement display.

Replacing the display is pretty simple with the right screwdrivers and patience. I recommend buying a damaged Air with a working display. This will be much cheaper than going to Apple. The display from the mid-2013 to early 2015 Air should fit.

I was doubting that us smoking would have caused this too, but I heard that smoking effects laptops (another reason to quit lol) and btw display is brand new so I’m stumped.

I'm at a loss as to what it could be. The only other thing is the logic board.

I assume you have no way of testing the display on another Air.
Same, even my local repair shop doesn’t know, the logic board could be the problem but there are complications with that.

A replacement logic board is going to be expensive. At least a logic board from 2013 to 2015 will be a direct physical replacement with no modifications.
Ok, but how much is it and what are the risks to the stuff on the Mac as I know my girlfriend doesn’t backup her stuff

There is always a risk that something goes wrong during the replacement process. I suggest making at least one, preferably two backups of the data and use CCC or TM to create an image of the SSD.

After replacing the logic board, the MacBook should boot right off the SSD.

Make sure that any replacement logic board you get does not have an EFI password.

Ok, how much will it cost plus labour at Apple/repair shop.
Also online, many macs are getting refused at genius bar if the Mac was exposed to smoke, is there like an indicator on the laptop?

I'm not sure where you are located but I would not have Apple supply and install the replacement as it's not fiscally worth it in my opinion.

You would be better off getting a used board from a local seller. I'm not sure where you are located but I've managed to snag a few bargains from Craigslist and Kijiji.

I’m located in Sydney, Australia
Ok, I’ll try that and I’ll let you know how it went. :)

I'm in Canada and was quoted $750 CAD + 13% sales tax to replace a 13" Air i5 8 GB board. Ouch!

I refused to pay that price and bought an Air with a damaged screen for $200 and swapped the boards myself.
