My mother is considering buying the Mac Mini M2 and would want to use a MacBook Air (Early 2015) as the monitor. Is this possible, and if so what would be required in terms of cables, dummy plugs or other hardware? Thanks ...

There are no official ways to achieve this. Your options are either to disassemble the device and make hardware modifications, or to use Screen Sharing.

If your mom wants a Mini, she (and you) need to buy a separate display for it.

How are her eyes?
If they're "gettin' older" (like mine), I'd recommend a 27" 4k display.
Run it at the default resolution (looks like 1080p), and I predict she'll be VERY happy with it.
