Macbook Air froze while updating to macOS 12.3

Mac has been waiting like this for an hour. I just turned it off and on but it still stays in the same place. The device is Macbook Air M1.

Is there a way to recover the computer without my files being deleted?

If after following hour no success, then proceed with macOS reinstall
If that won't help either, then creation of bootable macOS installer is a way, but with all Mac data removal (a few files that aren't 1Gb+ possible to recover from Recovery Mode)

It won't load with recovery mode. The user does not appear in the user selection screen.

How do I create a bootable macOS 12 installer file with Windows?
