So I just recently got my first macos device (the M1 chip convinced me). It was working great until I got the BS 11.2.3 update. Now my youtube watch history no longer work either with safari or google chrome with or without adblocker enabled. I tried clearing cache/cookies and reinstall chrome but nothing seems to fix this. Since it is also effecting Safari I'm thinking may be it's a system settings I don't know about? Have anyone experience something like this or have an idea how to fix this?

No issues for me on MBP M1 with 11.2.3.
By any chance, are you running a Pi Hole on your network? If so you need to whitelist a few domains to keep history on YouTube. If not, it sounds like your adblockers may still be running somehow.

No pi hole on my network. So out of curiosity I logged into a different google account to test and it seems youtube watch history is working on a different account. But it is weird because it is only on this macbook the youtube watch history doesn't work on my main account. When I use my windows desktop or ipad/iphone with that same main account, all my watch history works correctly.

Does YouTube History show that it's enabled so not disabled or paused? Another thing you can try is create another user and test to see if that works. If it doesn't resolve it then it does sound like an OS level issue so perhaps do a clean install of Big Sur since that clears up a lot of glitches.

Youtube history does not show disabled or paused as mentioned it is still working on other devices. I have tested a different account and it seems to work on that new account. Interestingly I just switched user and switched back again and watch history is working again now.
