Bought in first week of release. I don't always leave it plugged in. I have followed all directions for calibration from the start. Is this within spec?

The 97% figure comes from Mac's own battery monitor, and I haven't run any other battery-related software.
 
To ensure you don't have constant charging and discharging (which is bad for the battery), Apple laptops don't resume charging until 95% (I think, plus or minus a bit). In other words, it's actually reasonably difficult to catch a battery at 100%. However, the good news is that this is perfectly normal and good so you've got nothing to worry about, as iGary said. :)

Bump for a useful thread which I found through Google as I wondered why Lion said my Macbook Air 11" was "Charged" yet on the login screen only showed 97%!
