Macbook Battery

Recently my Battery dropped from 100% Charge to only being able to go to 96%.

According to istat widget: My health is 100%, and I've only had 32 cycles.

Is this normal?

It wont try to go too far until it has fallen below 90% to prevent very short charge cycles. Too many cycles wears out the battery, so its better to not waste one on a silly 4%.
