I got this problem even before update but it booted after smc reset.
then I updated macos and it just reboots and reboots.
Tried nvram reset, smc reset, tried to get in recovery - doesn’t work, tried to do safe mode - doesn’t work.
Apple Support doesn’t works too - idk what to do!

I've just been troubleshooting something similar and it seems I've now isolated it to a USB-C hub (either the hub itself or something that is plugged in to it). ie. boots OK with hub unplugged.
Further testing under way....

Further isolation testing has narrowed it down to an external SSD (Samsung T5) that was plugged into the hub.
