There are two types of Macbooks I have been looking at:

Version 1:
Macbook - 2.0 Ghz model
Upgrade to 2 GB of RAM

Version 2:
Macbook - 2.16 Ghz model

I have a limited budget so I can either get more RAM or get a better CPU.

The work I will be using the Macbooks will be with VMWare and images.

Which version should I get?

I would go with a faster faster cpu, because the memory is easier to upgrade down the road
 
For God-sake man, get the higher CPU. You can put 2 gigs of RAM in that Macbook for seventy-five bucks from newegg.

Price of RAM wouldn't be an issue except I live in Canada where I have to deal with a 14% tax rate.

At the end a 2 x 1 GB RAM would cost about $110 dollars minimum.
 
I'm with the rest of them, go for the processor and add your own ram. I bought a GB of RAM from newegg for less that $40 not too long ago.
 
You're not going to notice a difference of 160mhz in clockspeed. i'd go with more ram but probably from Crucial rather than apple.
