I notice my new MacBook Pro 16" M3 MAX 16/40 keeps the Fans OFF.

It lets the CPU cores hit 100C before turning fans on, then, slowly, ramping up.

Do you notice this behavior on yours?

Currently, iStat Menus won't let me adjust fan speed manually. It I set to system controlled.

Advise appreciated, thank you.

This has been the normal operation in Apple Silicon Macs and there's no need to override it.

Normal - don't worry about these machines or try to micromanage the fan speed. They know how to build them.
Thanks for the report. I guess it stems from the good old days when Steve hated fans so they don’t turn on.
