Hello,
I noticed that my macbook Pro 2021 M1 pro 14inch, with a 96w power adapter from apple that I bought separately, only charges at 65W maximum,
Is this limited by apple for 14 inch models?
or maybe it's the usb typc to type c cable that can't deliver more power?

You indeed did not specify what usb c cable you are using, standard usb c cables are supposed to be limited to 60w, I'm not sure if this is being stretched slightly to 65w here, but this is a possibility certainly.

The usb c charging cable laptop came with should allow upto 100w

That's normal, goes up to 97w if you run your CPU 100%. Most charging is at 60w range, not 100w.

Oh, true, if this is referring to the actual charging wattage, rather than the negotiated max wattage on charger connection.
