MacBook Pro doesn't charge while power on

Hey guys!
What's the problem, if my MacBook Pro late 2017 doesn't want to charge while the power is on. When I turn it off, it's charging. I tried the smc reset. Even that couldn't help...

Does it charge at the same speed that it used to when it's off? Your charger may not be delivering enough power to charge while in use.

I tested it with a msi charger too same problem. And on the menu when i click on it it says battery not charging

Is the speed of charging when does charge the same as before? Could also be an internal part not delivering enough power to charge.
