I'm currently using a 2015 Macbook Pro (model 11,3) and it's been rock solid for my audio needs (Ima a radio and voiceover and music editing guy) but I'm going to need to upgrade to something that can handle video editing.
Not feature length stuff just some youtube videos here and there and some quick 1 minute type things.

I'm wondering what a good benchmark is for a new/used Macbook Pro (or Mini) that is a good starting point?
What would be a good base level for getting video editing done without stretching the processor to it's limits every time?

Video card?
Processor?

I can't just grab a fully-stocked new 16" macbook pro so any suggestions would be greatly appreciated.

The MacBookPro 11,3 is, in fact, a 2014 model. Does yours have the GeForce GT 750M graphics? I would think that would be sufficient for your stated video editing needs.

That IS the graphics card I have.
However, I will need to be replacing my MBP just generally speaking. But before I replace I wanted to know some good options for video editing.

Have you tried doing any videos on what you have right now?
For 1080p, it ought to do ok.
For 4k, it will probably strain somewhat.

I have. It works but sometimes playback after an edit or added effect causes a slow playback at the defected part.
