I had unenrolled from the public beta a while ago but now I can't seem to download any new macOS versions.

I’d suggest downloading the full 11.3 installer from the App Store and running that.
Where can I find it? I assumed installers were no longer available via the App Store due to Macs being updated via Software Update nowadays.

It’s in the App Store. That hasn’t changed.

Perhaps the simplest thing is to unenroll in the beta program. Just go to the Apple Menu->About This Mac->Software Update. In the left pane of Software Update window, click on "details". The dialog will offer you a chance to unenroll: it says "Restore Defaults."

I had already done that but the solution of searching in the Mac App Store fixed it :)
