I have been having issues with my MacBook charging all the way to 100 even with the optimization toggle switched off. I have even changed the low power mode to "Never," "Only on battery," and "On power adapter." Nothing seems to have remedied it. I even had the latest 18.1.1 OS update which only "temporarily" fixed it. It is back to only charging to 80% and I do not know what else to do except go to Apple and see what they can do. I do have a job and I can probably just upgrade to the M4 MacBook Pro.

Check for some battery management software like El Dente (or whatever it is called) on your machine. That may be causing the limitation. If the software is there, uninstall the software. There is very little need for such battery management software for most people. Just use the machine, let MacOS manage the battery, and be happy.
 
OS 18.1.1 has nothing to do with Macbooks.

Which version of MacOS are you running? There was one beta of Sequoia that did this to my MBA - it would only charge to 80% - but the following beta sorted that out.
