I have a MacBook Pro, model 10,1. running High Sierra 10.13.4. Since Sierra this computer has often, but not every time, been failing to start - showing me the empty battery. When I then plug it in, a few seconds go by and it starts up and displaying anywhere from 25% to 65% battery. Why is the computer failing to start when unplugged, when it has ample battery life to work with?

This is a strong indication your battery needs service.

As the battery ages, the battery impedance increases and is unable to provide the "peak power" needed to start up a computer. The battery gauge loses calibration as this happens.
