the macbu doesn't decide that
Most likely it is Microsofts head people who are Windows people that decides what gets moved to the Mac. The MacBU has done a wonderful job it looks with Office 2004, but Microsoft wants people on a Windows PC, not a Mac. So they will give as little as they can.
