Macmini 2009 - no boot menu

Macmini 2009 server (ssd+hdd) - when alt is pressed, no video output after the chime (I tried waiting ~10min). The fan is spinning, nothing else. Looks like there's some CPU activity because of the hot air being exhausted. Other than that - boots normally (macOS 10.11)

Any ideas?

Did you try both Mini-DisplayPort/Thunderbolt and Mini-DVI output?

I tried only minidisplayport, need to try mini-dvi indeed, thanks!

Is there any change if you do an NVRAM reset?
Shut off. Turn back on, immediately pressing Option-Command-P-R.
You should hear a boot chime. Keep holding the same 4 keys until you hear the boot chime 2 more times, then release all keys, except for Alt. Do you get video then (with the boot selector screen)?

I did the nvram reset without success, now looking for a mini-dvi adapter to check its output
