macmini macos12 - activates wlan when started up without ethernet

macmini m1, macos12 :: activates wlan when started up without ethernet connection,
even though I have 'require admin password to turn wi-fi on or off' checked.

plus, when it does do it, the icon in the menu bar does not get updated
when I manually deactivate it, not until sys reboot.

I don't want the system to activate wi-fi by itself. ever.

any ideas how to tell the system to fix that?

yeah that's the normal switch, but that does not stop the system from turning it on every once in a while.

actually, no, that does not do the job, either.
making the wlan-service inactive in this way does not keep
the operating system from randomly switching on WLAN by itself...

any other ideas?

What is the "wlan-service"? Network preferences usually deals with hardware ports Ethernet, Wi-Fi, Thunderbolt, etc.

and wlan = wifi

so... wlan-service
