Depends on what you are getting.
Only used place that sells a Leopard compatible system under $200.

I bought a G4 tower 450 mhz. It had random problems from the get to. I called and tried several fixes. They confirmed it was hard drive and sent out another one. Now its in tech repair.
ONe drive
osx 10.3 randomly crashes. the new one will not boot unless you boot in safe mode. Then it runs fine but cannot reload it. ?????
Not sure what is up with them. Another location here is listing problems and their web site is down at the moment.
