MacOS 10.14 and new Mac mini Intel

If I buy the last Intel Mac mini can I downgrade MacOS to 10.14 Mojave so I can run my old 32bit apps? I assume buying a new Mac mini from apple will ship with Big Sur. According to Mactracker it originally shipped with 10.14..

Any help would be appreciated!

As you say, it originally came with Mojave, I wasn't sure whether anything had changed with firmware etc.

It would come from Apple with Monterrey.
You could install Mojave on an external drive and dual boot.
