I use the macOS Terminal App a lot. After upgrading to Catalina, I found a strange behavior. The Terminal App can't zoom to maximum. It can't zoom to the bottom. See the pictures.
The last picture shows that TextEdit app can be zoomed to the bottom, but the terminal app can't.

I think it has to do with your font setting. It appears that it will only zoom so that there are only whole lines displayed. That’s a good thing as far as I’m concerned.
what do you mean "good thing", "I found the bug" a good thing, or the bug itself is a good thing?
 
FWIW, I tested this in Mojave and got the same result. I never noticed it before, probably because it never affected what I was doing.
 
I think that this has been the behavior forever. I could be mistaken, but I remember noticing this even back on Tiger when I first started using Macs.
