Hey I have to fill out online pdf forms and after installing Adobe and restarting the laptop I still get this message. How can I fix that tried both Safari and Chrome. Thanks.

You are living in the past! You didn’t have to install because Mac OS using the PDF standard natively! You screwed up and installed old software that was made fun of back in the day in the Mac universe!

You can use the macOS Preview app to fill in PDF forms.

 
Uninstall the Adobe Reader which is only a read only app.
Then download the PDF onto your document folder.
Open Preview app (native to Mac OS).
Click File - Open.
Select downloaded file.
