macOS Mohave Patcher freezes during installation
Setting up a USB installer flash drive installer using a 2011 iMac, El Capitan
stuck at this point after multiple attempts, see photo

End goal is to create a boot installer flash drive to boot my 2008 Mac Pro. Currently its end of OS is El Capitan. Upgraded the video card from the Radeon 5775 to a GeForce GTX680 which should be able to handle Mojave. Problem currently is it only feeds video to one of my dual 30" monitors. Hoping booting from Mojave on the new card will resolve that. I also want to install Mojave onto an internal drive.

Any suggestions to fix the freeze point and enable full installation?

How long did you wait? Setting up a patched USB installer on a flash drive can take more than an hour, particularly if the flash drive has been erased a few times.
Also, a patched install can take an hour or longer on some Macs, so be patient, let it go another 30 minutes.

Had it running for well over an hour with no further progress on the bar.

Hmm...
If you struggle to make a USB flash drive bootable installer -
("well over an hour" might seem like a long time -- be patient, you may find out through your Activity Monitor that there is some progress, even through not apparent in the progress bar in the app itself.)
Anyway, if you can't finish the install on a thumb drive, try a different solution.
Try making an 8GB partition on an external SSD, and use that partition as the destination for the patched Mojave installer. Installing, and booting is significantly faster through an external USB SSD, particularly compared to a flash drive. That partition on an SSD will also give you a faster reinstall on your old MacPro, should you need to reinstall the system at a later time.
