Hello there,
I'm not sure if I'm posting in the right place, so please let me know if this is the wrong forum.

So,
I've been trying to install macOS Sierra Public Beta 1 on a friend's Macbook Air (Late 2010).

Installation happens normally, and after it is finished, computer is restarted to "load into the OS" or so I believe, Apple logo appears on the white screen and progress bar starts filling up, until it is completely filled, and nothing happens next.

Things I've tried:
- Leaving it with the full progress bar over-night: Nothing happens, woke up with the same result.
- Restarting: Again, progress bar fills up until completely full, and nothing happens.
- Resetting SMC and PRAM: Same result, progress bar fills up until completely full, and that's it.
- Recovery mode: First Aid on Macintosh HD: Everything's cool, no errors, done. Restart, same result.
- Recovery mode: Re-install the OS: Install proceeds normally (very slow though, usually 7 minutes mean 45 mins or so), and after installation is finished, computer restarts, progress bar fills in until completely full and we're stuck there again.

I can't install El Capitan (Macintosh HD is disabled, and says it has a newer version installed)
I can't get into safe mode, pressing the shift key after the ding sound doesn't make any difference, still the apple logo and progress bar appears, progress bar is full and we don't go anywhere from there.

I am running out of ideas, so, if anybody is encountering the same problem or have a suggestion on how to fix this, I'd really appreciate it.

I would like to leave the "fresh install" as the last resort, since the computer has a lot of valuable data for my friend. If there is an option to extract the HD data out, and then do a fresh install, this would be great, I just don't know how to get the data out.
I have another Mac, and I have an external HD, if this would help.

I appreciate your help :)

Sierra beta is no longer active. If you are asking about the High Sierra beta, then I suggest you force quit and see if it completes when restarting. I've seen it not to the final click over at the end and restarting fixed the problem. Otherwise you might have to start the install over again.
