This is a 2008 Mac Pro (MP3,1) and don't support Internet Recovery. Download El Capitan with a supported Mac, create a usb-key with createinstallmedia then boot your Mac Pro from it.
10.11.6 is the most recent officially supported macOS version with a 2008 Mac Pro.

08 came with 10.5.2 (at least mine did)internet recovery image may just be a relic of "why bother to not show it for an old computer" as it's extra work for such a old computer for apple
they shiped with osx10.6? and i dont think internet rediscovery will let you download such an old system as well ?
