I own a Magic Mouse 2. I use the cable not only to charge my mouse but also to charge my Samsung phone using a Ringke connector in between. The phone was wet and I charged it anyways.

At 23 percent I heard a spark and macOS said it disconnected the USB device as it used too much energy. The phone no longer charged over the lightning cable so I tried the regular samsung charging method. The phone charges.

I rebooted macOS and tried to charge my Magic Mouse over the lightning cable. No success. When however I unplug the mouse macOS shows mouse connected which seems to imply the cable syncs but no longer charges? Or is macOS preventing it despite the reboot?
 
Use another lightning cable. The one you used for the Samsung and the spark you experienced probably means the cable is defective. I would not use that cable any longer.
 
Correction. The mouse charges!
Wonder why the phone does not.
 
I would still use a new cable. The mouse uses a lot less current when charging than your phone. The warning you received about disconnecting the device should be reason enough. I don't know how much current your Samsung draws but even some Apple iPads can not be charged directly from the computer because of that.
 
There obviously is something wrong with the Samsung. I played a game for 4 minutes. The temperature of the phone rose by 4 degrees celsius. Playing longer you can barely touch it. Messaging it does not heat up.
 
I replaced the lightning to usb C. It charges again but playing a game the samsung heats up to 40 degrees celsius or more...
 
It might be time to retire your Samsung phone. About the only thing I can think of that would cause it to overheat is a bad battery or defective charging circuit.
