I have a Magic Mouse from 2013 (battery power). Functions all work with the exception of scrolling. The cursor won't move. Cursor is fine with my track pad (battery also). The batteries are good. The light on the bottom is on sometimes. I've blown air into the "eye". I think I have a dead eye but thought I'd check and see if someone had this problem and were successful in resolving it.
 
With the older type Apple supplied mice you could cure that by opening it up and give it a good cleaning. The newer type like yours are more difficult to repair. It sounds like your mouse has decided to retire. Probably time to buy a new one. Plenty of good mice available both BT and wireless. Check out Logitech.
