The repairman claims
my MacBook is underpowered
because of my converter.

In another statement he also said my MacBook is underpowered
because of my magsafe. But I think this repairman did not see the specifications according to which, my magsafe has more power than it’s needed. Anyway, I would like to find out if anyone has heard converters underpower MacBooks.

My MacBook worked normally with this set for about 2 years. The indicator showed green. A year ago My Macgsafe started to show orange. Recently, the Macbook started to shut down. The Maximum time period it lasts is 8 hours. The touchscreen won’t work. The outer casing of the Magsafe is cracked at the most vulnerable point (at the junction with the box), The error code of the standard Apple diagnostics is ppp003 (adapter). At the same time, Apple, although it took it a hundred times, was able to see my adapter when an upgrade from Mavericks was required. The Macbook pro 2008 shows green.

Adapters can fail or stop working properly. Converters can fail or stop working properly. Only way to know if your adapters or converters are the problem is to replace them with known working ones.

I may be wrong and I welcome correction from others, but...
... isn't this just a "passive" device, without any meaningful internal electronics?

Having said that...
Have you checked the connections (both from MagSafe 1 to the converter, and from the converter to the MacBook) for dirt, poor contacts, etc. ?
