Mail App: Can't Edit, Add or Delete Signatures

Every time I try and Edit, Add or Delete any Signatures in Mail it will work fine until I close the App. As soon as I reopen it has reverted to the previous Signatures. Have tried all kinds of combinations of rebooting, Force Kill and always get the same Signatures back. Can’t find a way to make the changes stick once Mail is reopened. What am I missing or doing wrong?

Does anyone have any suggestion on ways to "force" Meal to remember Signature changes? It is aggravating not being able to use a Signature since I moved.

You've got five sigs but only one of them is attached to an account, that's why.

No it's not. I can move them to any account or delete them from any account. However there is NO WAY to edit, add or removed those 5 signatures and make the changes stay after closing/reopening Mail. No matter what when I reopen Mail I have the SAME 5 signature back the same way and NO way to make any permeant changes to them or keep any added signatures.
