iPhone Mail & App Store Background Refresh

Only these two apps are not refreshing in the background, but I have to open then and refresh manually. I checked Settings > General > Background App Refresh, but there are neither Mail nor App Store.

Is this a bug or normal behavior? Is there any other setting that might interfere with this?
