I use outlook.com for some of my email accounts. When I configure it on the generic mail app I can only sync back 1 month. So how can I grab older emails, especially when in folders in the account?

Using the outlook app I can see all the emails no matter how far back they go. I have tried setting up in the mail app as both Outlook.com or as an exchange account.
 
Settings > Accounts and passwords > your mail account > sync email

you can choose unlimited (in the setting) or use search. When you search, it will fetch data from server

You can sync to "No Limit" in the Settings->Passwords & Accounts->Accounts". Also, if you do a search it will search the server as well and pull back messages that are on the server only. This is what I do. Sync 1 month and if I need anything older just search.
