I have my gmail account set up in stock mail app, but for some reason it never tells me if I have any new mails.

i have to keep going into the app and manually refreshing, at that point it pulls down new mails and I get the notifications for them.

is this normal?

Totally normal. Gmail doesn't have push notifications on the mail app.
You could set it to fetch every 15 minutes, or use the gmail app

so the fetch automatically option doesn’t actually automatically fetch anything?

This has been the case for a very long time now, I use Spark and that is always reliable.
