Mail attaching folder rather than file iCloud

When I attach a file to Mail from iCloud (Documents) it is trying to attach the whole folder rather than just the file. If I copy the file to my hd it attaches fine.

Not sure what is going on here but it has been happening for a while. Any ideas what the issue could be?

Running 10.14.3 on 2017 MacBook Pro
